In Android to detect an Empty Tag that is capable of storing a Ndef message you need to look for a NdefFormatable Tag In this case, the NFC tag opens the application, which is already open. Then we have two of the same application. My goal would be to connect to the empty NFC tag and enable the currently open application to write to it. A snippet from AndroidManifest.xml.As I only use Nfc on my phone for unlocking, this is really useful as its nice on the battery and doesn't prompt with the empty tag viewer every time i unlock!
